Limited Open Enrollment
Humble ISD offers limited open enrollment to students residing in other districts
beginning with the 2024-2025 school year.
Please read through the following Open Enrollment guidelines and information before completing the application, which can be found at the bottom of this page.
Families with children entering Kindergarten through 12th grade who would like for their children to attend an Humble ISD school should:
Complete the online Open Enrollment application. Applications are processed in the order that they are received. Early application is encouraged.
Have their child’s most recent report card ready to submit as a PDF when they fill out the application online. While other documentation will be required as part of the process, the online application will not allow parents to proceed through the screens without uploading the most recent report card. The report card does not have to be the end-of- school-year final report card at the time of application; it just needs to be the most recent report card.
Pay a $500 application fee, per semester, with each child’s application. The application fee can be paid in full, or in five $100 installments. The application fee is fully refundable if the student is not admitted, and partially refundable if the student is withdrawn after the semester has begun.
Choose the campus where one is seeking admission. Indicating a first, second, and third choice campus is recommended because not all campuses have space in each grade level. Out of district students are enrolled on a space-available basis.

Humble ISD's limited open enrollment program does not apply to Humble ISD employees with children who live outside of the district. Employees should refer to the Employee Student Transfer process for more information.
Parents of students who reside in Humble ISD, and are wishing to transfer their student to another school within Humble ISD, should refer to the Student Transfer process.

Which schools will be accepting out-of-district students on a limited basis?
No matter where one lives in the Houston area, parents may choose any campus listed on Humble ISD’s Limited Open Enrollment list. Parents are encouraged to indicate their first, second and third choice campuses because a particular school may not have space in their child’s grade level or the school could be filled prior to the application’s review. Elementary approvals are based on classroom capacity by grade level and other criteria set by the limited open enrollment guidelines. Transportation is the parent's responsibility. Bus transportation is not an option for out-of-district students.
An approved transfer into an open campus does not guarantee continuation throughout the campus feeder pattern.
Requirements
A student may not apply for open enrollment for the purpose of participation in extracurricular activities.
Accepted students are ineligible to compete at a varsity UIL level during their first year.
New, accepted students to Humble ISD must complete the New Student Enrollment process and provide all required documents.
Reasons for Denial/Revocation
1. Admission that creates adverse conditions for Humble ISD in terms of space, financial exigency, or personnel or capital outlay requirements.
2. An open enrollment application will be denied or revoked if the student has displayed behavior that resulted in the following disciplinary actions during the term of application and the school year prior to application: a) Persistent misbehavior; b) Excessive tardiness or excessive absences (more than 10 absences during the school term); c) In-school or out-of-school suspensions; d) Placement to a discipline alternative education program; e) Expulsion from school; f) Felony/Criminal Conviction.
3. Student becomes a disruption to school operation and/or a detriment to the learning of other students.
4. Student has a record of unsatisfactory academics, excessive absences, late arrivals, late pick-ups, and/or disciplinary infractions at transfer campus.
5. Lack of parental cooperation.
6. Falsification of enrollment documents.
7. Grade level, instructional program and/or campus enrollment exceeds capacity.
8. Any other disruptions by the student or parent that interfere with the school’s daily operations.
9. Failure to pay the $500 application fee. The application fee is fully refundable if the student is not admitted, and partially refundable if the student is withdrawn after the semester has begun.
10. Other relevant reasons determined by the District.
There is no appeal to a denial of acceptance to limited open enrollment in Humble ISD under Board Policy FDA (Local).
2024-2025 Application Process

There is a $500 application fee, per semester, per application. The application fee can be paid in full, or in five $100 installments. The application fee is fully refundable if the student is not admitted, and partially refundable if the student is withdrawn after the semester has begun. This fee must be paid online through the RevTrak link provided at the end of the application, or below.
