Humble ISD employees will receive approximately 2 percent more in compensation during the 2024-2025 school year. Employees will experience no increase to health insurance premiums. Additionally, Humble ISD's budget includes no layoffs. The district’s budget has been designed to keep the Humble ISD Family whole so that all activities, programs and services that benefit students continue. While some districts have had to eliminate positions, close schools, and adopt deficit budgets, the Humble ISD School Board passed a balanced budget with raises.
Humble ISD is fortunate to be in a stable financial position because in 2021 the Humble ISD Superintendent and School Board intentionally avoided funding recurring costs with Elementary and Secondary School Emergency Relief (ESSER) money. ESSER funds -- emergency aid by the federal government designed to help during the pandemic -- are now expiring. Districts across Texas face tough budget choices due to the end of ESSER funding, the State Legislature not increasing funding for public schools, and rising costs from inflation.
In Humble ISD, for 2024-2025, teachers and other employees will receive approximately a 1 percent raise from their base pay. For example, a teacher with 10 years of experience in 2023-2024 who earned $66,875 will earn $67,575 in 2024-2025 with 11 years of experience. Additionally, teachers and other employees will receive a one-time 2024-2025 1 percent stipend amount. They will receive half of the stipend in December and half in May. The 2024-2025 stipend is a way for Humble ISD to allocate extra compensation to employees during a time that the State Legislature has not increased funding for future years.
The new starting salary for teachers with a bachelor’s degree plus certification and no experience, for most teaching positions, will be $64,350, up from $63,700 the prior year. Teachers who perform extra duties, such as coaching or sponsoring a student group, earn additional pay.
Humble ISD teacher compensation is one of the highest in the Houston area. It is projected that Humble ISD’s starting teacher pay will be the 4th highest out of 15 districts in the Houston area. Raising the starting salary and improvements to the hiring schedule benefits all teachers. New teachers who join the district are not paid more than existing teachers with the same years of experience. The $1,400 stipend incentive for full-time teachers, nurses, librarians, and counselors that was converted to base pay in the 2021-2022 school year has been included in base pay and counts toward salary earnings that generate retirement income through the Teacher Retirement System of Texas.
Staff members who are not in a teaching, nursing, librarian or counseling position in Humble ISD will receive a 1 percent raise on average and the district will keep in place a $1,000 stipend that is paid half in December and half in May. Additionally, these staff members will also receive the new, one-time 2024-2025 1 percent stipend amount that is paid half in December and half in May.
During the pandemic, Humble ISD increased substitute teacher pay by $40 a day. Humble ISD will keep the higher pay rates in place to attract and retain substitute teachers to help preserve teacher planning time. Guest teachers will earn $120 per day with 60 or more college hours, $130 per day if degreed, $140 per day if a Texas certified teacher, and $175 per day if a retired Humble ISD teacher.
Humble ISD’s proposed budget further allocates funding so that employees will experience no increase in their health insurance premiums. While employees can choose to see doctors at a variety of facilities, Humble ISD also offers employees on the health insurance plan access to Next Level medical clinics with no out-pocket costs for employees on the Primary Plan or a $25 fee per visit for employees on the High Deductible Plan.
While most school districts in Texas offer employees health insurance through TRS-Active Care, Humble ISD designed its own employee health care insurance program as a District of Innovation. The Humble ISD Health Insurance Program offers a Primary and a High Deductible plan with premiums that are more affordable than TRS-Active Care.
Compensation makes up about 85 percent of the annual budget.

July 15, 2024 - For employees on a 226-day calendar (such as Building Principals)
August 15, 2024 - For employees on a 209-day calendar (such as Assistant Principals)
September 15, 2024 - For employees on a 187-day employment calendar (such as most Teachers and Paraprofessionals)

On Sept. 15, log into Munis Self Service to see your salary notification. Human Resources and Payroll will be updating Munis for eligible teachers, paraprofessionals and campus personnel on 187, 190 and 195-day employment calendars (pay cycle September through August) by Sept. 15. Most teachers are on a 187-employment calendar.
Q. If I log into Munis Self Service now, will my salary be correct?
The salary portion of the salary notice will reflect 2023-2024, given that final pay from the 2023-2024 year is processed in the summer. Other information in MUNIS, such as Start Date, End Date, Local Years and Total Years, may be updated before your first paycheck on the 2024-2025 employment calendar. Q. I am a returning teacher who has five years of experience. I see on the hiring schedule that a teacher with five years of experience with a bachelor’s degree is hired into the district at a salary of $65,150. Will I earn that?
Yes. Existing teachers are not paid less than teachers hired into the district with the same years of experience. Improvements to the hiring schedule benefit all teachers.
