Humble ISD Police Chief Solomon Cook was presented a proclamation from Governor Greg Abbott by State Representative Charles Cunningham at the September 10 Humble ISD School Board Meeting for his contribution and diligent work on the Texas Commission on Law Enforcement advisor committee.
“Out of the 20-plus years that I have known the chief, he has always had a high standard of ethics and professionalism,” State Representative Cunningham said during his presentation. “So, chief for that, I want to personally say thank you.”

In the 88th Texas Legislature, the Texas Commission on Law Enforcement Sunset Bill (SB 1445) was passed which required the the establishment of advisory committees to work with the Commission to address several issues relevant to the law enforcement profession including minimum standards for law enforcement agencies, examination of licensee and misconduct investigation and hiring procedures.
On September 13, 2023, Chief Solomon Cook was selected to serve on the Texas Commission on Law Enforcement advisory committee to address minimum standards for law enforcement agencies.
Chief Cook was one of two ISD Chiefs who was selected from a vast number of chiefs statewide who were screened to serve on Minimum Standards for Law Enforcement Agencies Advisory Committees. This committee was tasked to complete this project by March 1, 2024, and they were successful with their project before the deadline.
“This proclamation may have my name here but this is about all of us,” Chief Cook said after being presented the proclamation. “The saying is that it takes a village to raise a child; it takes a village to protect a child. The practices that we do here in Humble ISD have now become the standards all over the state. I could not have done it without the support of the Board, the rest of the committee that I worked with and the people here in this room and the community.”
Chief Cook has served as the Humble ISD Police Chief since 2004. Prior to that he served as a Police Captain for Humble ISD Police from 1996 until 2003. Chief Cook’s career in law enforcement began in 1976, giving him 48 years of experience in the law enforcement field.
Chief Cook has served as president for the Houston Area Police Chief Association, and currently serves as the Houston Area Police Chief Representative to the Texas Police Chief Association’s Executive Board, as well as the 3rd Vice President for the Texas School District Police Chief Association and as one of the Directors for the Texas Police Association.
Under his leadership, the Humble ISD Police Department earned accreditation status from the Texas Police Chiefs Association in 2023. Fewer than 10 percent of police departments in Texas have received this designation. There are about 2,800 police departments in the state. Also in 2023, the Humble ISD Police Department earned the FBI Law Enforcement Executive Development Association (FBI-LEEDA) Agency Trilogy Award, becoming one of only two school district police departments in the nation to earn the award.
