Public Information Requests
The Texas Public Information Act, Texas Government Code, Chapter 552, gives you the right to access government records. All government records are presumed to be available to the public. However, certain exceptions may apply to the disclosure of the information. One exception involves student records. Student records, as defined by the Family Educational Rights and Privacy Act (“FERPA”) are confidential and are not subject to the Texas Public Information Act. Requests for student records by that student's parent or guardian may be handled directly by the principal at the school campus with assistance from the Legal Department.
Your request must be in writing and should be for documents or other information that is already in existence. Governmental bodies are not required to answer questions, perform legal research, or comply with a continuing request to supply information on a periodic basis as such information is prepared in the future; however, if available, records that would provide the answers to posed questions will be provided if not excepted from release via statute.
Humble ISD works to meet public information requests in compliance with state and federal laws. To the extent possible, requests are handled in the order they are received. By law, Humble ISD has 10 district business days to determine whether or not to seek an Attorney General's ruling regarding information that may be excepted from public disclosure. When making your request, include enough description and detail about the information requested to enable Humble ISD to accurately identify and locate the information you want. If a request is overly broad or otherwise unclear, Humble ISD may ask for the request to be clarified delaying the production of records.
Charges:
If a request for a copy of public information will result in the imposition of a charge that exceeds $40, or a request to inspect a paper record will result in the imposition of a charge under Section552.271 that exceeds $40, the governmental body shall provide the requestor with a written itemized statement that details all estimated charges that will be imposed, including any allowable charges for labor or personnel costs.
The OAG Cost Rules Administration administers the rules promulgated by the Attorney General to determine charges and methods for charging for copies of public information, complaints from requestors regarding overcharges for copies of public information, and requests from governmental bodies for exemption from the rules or part of the rules.
Additionally, the section provides advice to governmental bodies and requestors regarding the charges and their applicability.

Title IX
The following information is provided in response to 34 C.F.R. Part 106.8 of the 2020 Title IX Regulations, mandating notice of a nondiscrimination policy and adoption and publication of grievance procedures that provide for the prompt and equitable resolution of student and employee complaints. In accordance with Title IX, the district does not, and is required not to, discriminate on the basis of sex in its educational programs or activities. The requirement not to discriminate extends to employment. As a school district serving students in kindergarten through grade 12, the district is not subject to provisions in Title IX Regulations (Subpart C) prohibiting discrimination on the basis of sex in admissions and recruitment. However, the district does not discriminate on the basis of sex in admissions or transfer requests.

Any individual may report sex discrimination, including sexual harassment, at any time, including during non-business hours, by mail, phone, or email. During district business hours, reports may also be made in person.

Upon receiving an allegation of sex-based harassment, the Title IX Coordinator will promptly respond in accordance with board policies FFH and DIA.
